MENA3D Delivers Advanced 3D Mobile Mapping Solution for Kuwait Finder

MENA3D successfully supplied and implemented an advanced 3D Mobile Mapping solution for the Public Authority for Civil Information (PACI) in Kuwait, supporting the development of enhanced geospatial services and realistic street-level mapping capabilities for the country’s Kuwait Finder platform.

The project combined RIEGL LiDAR scanning technology with Orbit 3DM software to enable high-resolution spatial data acquisition, processing, visualization, and publication.

Through this implementation, MENA3D demonstrated its expertise in delivering integrated geospatial technology solutions, including equipment installation, specialized technical training, and after-sales support.

Transforming Kuwait’s Geospatial Infrastructure

PACI plays a central role in managing civil information and addressing systems across Kuwait. Its Kuwait Finder platform provides location and address information to residents, government authorities, and private organizations.

To further enhance these services, PACI initiated a mobile mapping project designed to support detailed panoramic street views and three-dimensional representations of Kuwait’s urban environment.

The initiative formed part of Kuwait’s broader vision of making Geographic Information Systems (GIS) more accessible through digital government services.

The project required a reliable and flexible solution capable of supporting both vehicle-based mobile mapping and terrestrial laser scanning, along with efficient processing and publication of large geospatial datasets.

MENA3D Provides an Integrated RIEGL Mobile Mapping Solution

Following a technical evaluation of available technologies, PACI selected MENA3D to supply a solution aligned with its operational and technical requirements.

MENA3D delivered an integrated system featuring:

  • RIEGL VZ-400i Laser Scanner: High-precision 3D laser scanning technology for capturing detailed spatial information.
  • RIEGL VMZ Hybrid Mobile Laser Mapping System: Enabling flexible mobile and static data acquisition.
  • Orbit 3DM Content Manager: Supporting efficient organization and management of extensive imagery and point cloud datasets.
  • Orbit 3DM Feature Extraction: Providing tools for extracting valuable geospatial information from captured data.
  • Orbit 3DM Publisher: Enabling web-based visualization, sharing, and integration of 3D mapping content.

This combination of hardware and software established a comprehensive workflow, from field data acquisition to geospatial information delivery.

High-Precision Data Acquisition and 3D Visualization

The RIEGL VZ-400i laser scanner offered the precision and performance required for demanding urban mapping applications.

With a maximum measurement range of up to 800 meters under specified conditions, a laser pulse repetition rate of up to 1,200 kHz, and ranging accuracy of 5 mm, the scanner provided powerful capabilities for acquiring detailed 3D point cloud data.

Integrated with the RIEGL VMZ platform, the solution enabled PACI to perform mobile mapping surveys while maintaining the flexibility to conduct stationary laser scanning when required.

The Orbit 3DM software environment complemented the hardware by enabling efficient handling of large imagery and point cloud datasets, supporting feature extraction and publication through web and mobile environments.

MENA3D Supports Installation, Training, and Technical Expertise

Beyond supplying the technology, MENA3D played an important role in supporting PACI’s operational readiness.

In March 2018, MENA3D completed the equipment supply and installation and conducted specialized training for PACI’s technical personnel.

The training covered essential stages of the mobile mapping workflow, including system operation, data acquisition, processing, and geospatial analysis.

This knowledge transfer supported PACI’s objective of developing in-house expertise among Kuwaiti GIS specialists, enabling local teams to operate and manage advanced geospatial technologies.

MENA3D also provided after-sales technical support, helping PACI establish a foundation for continued use of the supplied systems.

Supporting Kuwait’s Digital Mapping Vision

The Kuwait Finder mobile mapping initiative illustrates how advanced LiDAR technology and geospatial software can contribute to more accessible and informative digital mapping services.

By combining high-resolution 3D data acquisition with panoramic imagery and web-based visualization, the solution created opportunities for more comprehensive street-level mapping and geospatial information services.

The project represents an important example of MENA3D’s involvement in delivering integrated surveying and reality capture technologies to government organizations in the Middle East.
